Axpo publishes white paper on wind energy

23.04.25 – Switzerland has so far made limited use of its wind energy potential – even though wind power could contribute up to 10 terawatt hours of electricity annually. In a new white paper published today, Axpo explores how wind energy can become a crucial pillar of a secure and renewable electricity supply – particularly during the winter months. More than 60 per cent of potential wind production would occur in the coldest and most energy-intensive season. Wind energy should therefore form an integral part of Switzerland’s future energy mix.

The report, titled ‘The role and potential of wind energy in Switzerland’, outlines the opportunities, challenges and concrete measures needed for the sustainable expansion of wind power. It draws on current data from the Swiss federal government as well as insights from ongoing wind projects both in Switzerland and abroad. A comparison with neighbouring European countries demonstrates that Switzerland could achieve far more – if the regulatory framework and public support are in place.

We can no longer afford to ignore this potential – wind energy complements existing technologies and is among the most cost-effective forms of electricity generation."

Wind energy: a key solution for winter 

While solar energy reaches peak output in summer and during daylight hours, wind power delivers its strongest contribution in winter – often in the evenings and at night, when demand is highest. This seasonal complementarity makes wind power a strategic asset for reducing dependence on electricity imports and, alongside hydropower, stabilising the energy system.

Realistic potential: 10 TWh annually

According to the Swiss Federal Office of Energy, the theoretical potential for wind energy in Switzerland stands at 29.5 TWh per year. Achieving just a third of this – around 10 TWh – would represent a significant boost to domestic energy supply. Today, wind power contributes a mere 0.2 TWh.

Locally integrated and environmentally responsible

Axpo places strong emphasis on transparent communication and collaboration with local communities when developing new wind projects. Environmental considerations, careful site selection, and long-term economic viability are central to project planning. Municipalities stand to benefit – for instance through lease payments, equity participation, or increased tax revenues.
